Brian has been a resident of Flagler County since 1976. Before coming to Flagler County, he grew-up in Up-State New York in the Finger Lake area and graduated from the State University of New York. With 4 years of “Drafting and Design” and a deep understanding of “Business Law” that continued when he relocated to Florida at Jacksonville University, he was ready to get to work.
His Father and family also relocated to Flagler County after his father retired from being a New York State Superintendent of Schools. Brians father had the task of running 16 schools at a time. Managing the school system came along with the task of coordinating and assisting with the functional designs and the building of several large high tec schools.
Brian was growing up in a family that loved to build. After relocating to Flagler County in 1976 the Mullen family started a family-owned Home Construction company “Town & Country Homes”. While Flagler County Grew, the family business was one of only Three Construction Companies building in the area that later became the city of “Palm Coast.
This is where Brian first started in the construction business. He started as a laborer learning from the ground up, literally. Home foundations were laid out and dug by hand and steel reinforcement followed. Soon carpentry, setting roofing trusses and roofing were his daily functions. Many more new home construction contracts were signed and more home stem wall foundations, Swimming Pool retaining walls, concrete slabs, wall framing and roofing followed at a fast pace. Brian supervised the building of hundreds of custom homes in the Flagler County area.
Brian was quickly learning the ins and outs of the home building business. With a knowledge of Business Law from college, contracts, Blue Print Drafting, scheduling and estimating was becoming a large part of his functions.
At that time, only a few swimming pools were being built in this area. When one was built it was by an out-of-town swimming pool contractor traveling to our area. This type of inground construction really interested Brian. Learning about pumps, filters, concrete, steel placement design and water flow. All of this was a new phase of construction that Brian wanted to master, “specialty contracting”. This was the start of a new career.
Drafting, Designing, Estimating, Excavation, Plumbing, Shot-Crete pool shell construction and decking along with special features was now the name of the game.
Brian then went back to school but this time it was to study and train to become a” Florida State Certified General Contracting”. High-rise buildings along with Custom Home construction was the focus in the “Florida State Certified General Contractors” exam. After 75 lbs. of books and hundreds of hours studying, Brian passed the” Florida State Certified General Contracting” Exam with a 98 percent passing grade. With in the year Brian continued school and also became a Licensed “Florida State Certified Swimming Pool Contractor”. This new “General Contracting License” enabled Brian with the ability and licenses to build anything in the State of Florida including High-rise buildings, Bridges, Custom Homes, Roofing of all types on his new construction homes. Now with the Swimming Pool Contractors license his career was growing.
It was then when Brian started his own business “Neptune Pools & Spas”. Neptune Pool eventually built approximately 2000 pools & spas in Flagler County area. Designing each pool and being an on- site contractor allowed Brian to thrive in Flager County.
Brian saw a large need in the local market for his Swimming Pool skills. He then decided to concentrate more on his swimming pool building business as a specialty contractor and also became more available to the other home builders that he began to personally know. Soon thereafter, the other home builders began needing pools built for their new home customers. So, they came to Brian to assist with their businesses and Brian gladly did. Neptune Pool & Spas built model pools behind their new model homes.
Brian then became a member of the “Flagler County Home Builder Association”. With a desire to give back to our local community. Brian wanted to serve and he soon became the Associate” Vice President” of the Flagler County Home Builders Association. He also severed on the Executive Council, Governmental Affairs committee and more. The common goal was to bring the builders together so we could work on common issues like Building Department issues and upcoming changes in our community. Brians personal goal was to bring more members in, to include the Trades (Electricians, Plumbers, Carpenters, Masons, Surveyors and the like). Brian brought in so many new members who were local contractors the Home Builders Association recognized his achievement and elevated Brian status to a “Life Time Spike Member” and presented him with the award at the monthly membership meeting. The records show only two other Spike Members ever in the association.
When providing estimates, Brian is personally designing and managing each pool project. This gave Brian an edge when providing “Quality Control”. Being an on- site contractor allowed Brian to become not only locally recognized but nationally recognized also. He soon was named one of the “Top 100” Swimming Pool Builders in the USA & Canada by “Top 100” swimming pool magazine.
Brians was named “Top Contractor” in the USA from A&A manufacturing. Awards were announced and given to attend in Five Star locations around the World. Such as : Fiji, Tahiti, Lisbon Portugal, Paris France, Cozumel Mexico, Rome Italy, Cayman Islands, Puerto Vallarta Mexico, Caribbean Cruises and many others.
He also consistently won “Best Around” Swimming Pool Contractor and Spa Builder in Flagler County for 12 years in a row. In the years that followed, Brian kept winning awards year after year. The awards kept coming and Brians company was enjoying an Excellent Reputation.
It was then when the National Business environment in the country began to slip. Customers stopped buying. The Banks stopped loaning money and the Flagler County economy suffered for many years until the Federal Bank system failure and final collapse. This affected all contractors in Flagler County 2003-2013. Most home builders retired or moved into a service-oriented business such as home maintenance. This was the beginning of the “Great Recession” when the banks stopped loaning money and finally the Banks Failed officially in 2008. It lasted for many years.
During the years to come Brian diversified his career to include all of his multiple licenses.
Five Star Building Group, Inc. was started with several divisions focusing on New Home Construction, Swimming Pool Construction & Residencial Roofing.

However, Brian never forgot where he came from. The focus on the local home Owners services in Flagler County was the main focus. Brian always enjoys personally being on site supervising and directly dealing one on one with the clients.
When a customer requests an estimate from Five Star Building Group, Inc. Brian Mullen will be on the job. He will be there to review the customers’ needs, prepare the estimate and be present during construction. If you have questions or concerns during construction, Brian will be there to provide answers and Quality Control.
Currently under normal conditions our Swimming Pool construction is taking 3 months to construct. Our roof replacements are taking Two days and can start within 7-10 days.
